    "content": "more attention to our development needs and avoid allocating money where it is not needed. We need school infrastructure. We need motivation of teachers. We need construction of hospitals. We need development of roads. In fact, there was a Motion passed in this House recently requiring constituencies to have at least 20 kilometres of bitumen standard roads every year. We would not like to see any development money being returned to the National Treasury, or reallocated at the end of a financial year."
