    "content": "As the hon. Member for Kiminini, hon. Chris Wamalwa, has said, the Kenya National Audit Office, which will now audit county governments, including primary and secondary schools of the Jubilee Government, water companies and all the other parastatals in this country simply does not have the capacity to audit all those county governments, with the kind of manpower in that office. Therefore, it is imperative that the Government devolves more functions and more resources to the county governments because it is in the interest of the Kenyan people and our interest - because we represent Kenyans - to make sure that money and resources that are devolved to the county governments are utilized to improve the lives of our people. For example, the CDF funds have been utilized very well by Members of this House to improve the lives of our people."
