    "content": "expectations by money being devolved to the lowest level, then it will just be a mirage. We will not have achieved the dreams of Kenyans. We shall have let them down. Hon. Speaker, Sir, the issue of devolution is not just an issue for the Senate or the governors. It is an issue for Kenyans. People should not misconstrue the National Assembly, maybe, by reducing the allocation in the Division of Revenue to the counties and not agreeing with the Senate. That is because we realized: Where was the Senate going to get the money from? It was going to get the money from Constituencies Development Fund (CDF) and that was killing CDF. The money that was going to the counties was money that they wanted to use to build the houses and offices for governors. That is not devolution. That is not what we meant by devolution. Devolution meant money being sent to the lowest level of mwananchi ; services being given to mwananchi . With those few remarks, I beg to support the Motion as amended."
