"content": "Hon. Speaker, Sir, let us play our role as an oversight body. But the Government should also be serious. If you are serious, give it a priority. Let us not spend money haphazardly. Hon. Members, there are two types of funds that go to the constituency level. One, is the Constituencies Development Fund (CDF) money that touches on primary schools, dispensaries and pays school fees for the poor. Secondly, another fund that reaches directly to the constituencies is Kenya Rural Roads Authority (KERRA). It goes up to the constituency level. We saw this issue in the Budget. Kshs7 billion was removed. It is not there. The Budget and Appropriations Committee is there. It will answer you. It is there. So, the issue that I am saying is this. Let us take the money that goes to the ground and touches every corner of the constituencies. It is KERRA and CDF. So, hon. Members, I am asking the Budget and Appropriations Committee and the Finance Committee that please--- I am happy that, as we stand today, KERRA and Kenya Urban Rural Authority (KURA) roads are under the Ministry of Transport and Infrastructure and they are going to work directly with the constituencies. I am happy about that because if it was going to be given to the governors, it would be bad. You know, let us face the reality. It is not time to give power to the governors. They have not put up anything in terms of infrastructure. I am not against them. For example, if you give them health funds, they do not even have a fridge to put in the medicine. They do not have it. The main point here is that the facilities have not been put in place for health care to be decentralized. We know, of course, the headquarters has its own problems here. We know, of course, the headquarters has its scandals here but it will be worse at this time without infrastructure, to give it to governors. They do not have cabinets. Some of them have no cabinets. They are not able to sit down and form a cabinet. So, it is really a challenge at this time."
