So, I believe that if we were given an opportunity to have further deliberations with the Budget Committee, we will be able to resolve a lot of the issues that they have raised here. They will also be able to see that Ministries themselves have also taken on board some of those issues. We would not be in a situation where we are now currently looking under our face, with all those additions on top of the Kshs10 billion that I mentioned earlier that the Cabinet approved to deal with drought interventions. We are now faced with a gap which will remain unfunded. Therefore, whereas I continue to encourage deliberation with the Budget Committee, with the respective Committees of Parliament, at this stage, I plead to oppose this particular Report. However, that is not to say that we have conclusively said that we do not agree with what is contained in it. I believe that there is need for much further consultations between us and the Budget Committee. Thank you."
