    "content": "As I have said, my case was made possible by education. I am happy to serve this House as the youngest Member of the 11th Parliament and I sit here as an independent candidate. I came here solely because for the last eight years, we have been doing academic work in Buuri seeking to lift children from their suffering. Hon. Temporary Deputy Speaker, the same case applies to the former leaders of this country; people who rose from very humble backgrounds. We have had directors of some of the companies of this country; I do not need to mention names; who say that, in the 1950s and 1960s, they were just beggars in Army Camps. We have heard stories whereby some of the Presidents of this country rose from very humble backgrounds. The former President, His Excellency Daniel Moi, was just a village teacher. The immediate former President, hon. Mwai Kibaki, was just a son of a peasant and, education helped uplift him to the far that he had reached. This only happens in Kenya simply because of education. Nowhere else on the third planet does this happen; it only happens here. We need to keep that record moving simply by uplifting our children who are not able to come from families that can support their education, especially basic; primary and secondary education. Hon. Temporary Deputy Speaker based on these facts, there is need to support our children access education. There is need to write the stories of “from rags to riches” a thousand and more times every year in this country. I beg to move this Motion that we must have county education boards, and district education boards that keep track of the talents we have in this country. Every year we account for every single shilling raised by the Government. Right now we are in the Budget process, but above money and above every other resource we have in this country, are very gifted young Kenyans. There is a lot to do. In today’s The Standard Newspaper, there was a story about how the youths are being educated, but because they cannot access opportunities, they become wasted. They become gangsters. There is a lot to do. I sit in the Committee on Labour and Social Welfare of this august House and as a Committee; we will do a lot more for the youth and women. But we must start with the basics. We must ensure down at the grassroots that every young Kenyan who is seeking to access basic education must be supported to do that. We must give an account of revenue and expenditure. As we give an account of revenues and expenditures of the Government, we must also give an account of every child and this Motion seeks to do that. In the future, God willing I will move a Bill on the same; that every child who scores 70 per cent of the total mark in the Kenya Certificate of Primary Education (KCPE) must be catered for by the district and the county education boards on an annual basis until he or she completes his or her education. Hon. Temporary Deputy Speaker, I beg my colleague, hon. Stephen Ndambuki, to second this Motion. Thank you, hon. Temporary Deputy Speaker."
