Members of this august House, with the devolved governments in place, put governors to task so that there is no single child in this country who performs well in school misses secondary education because of lack of school fees. Hon. Temporary Deputy Speaker, it is important for us as law makers to make laws which will move this country from point “A” to “B”. It is important to look at this issue very keenly because if as a country we take education of all bright children in this country very seriously, we will start exporting very bright labour; which will form a source of income for this country. I know if most young people are given a chance to attend secondary school, they will change this nation. So, hon. Kinoti, we are together, we will move forward and we are urging this House to support us to make sure that every young Kenyan, a girl or a boy; must be entitled to secondary school. It is the mandate of county governments to start creating structures which will last and move this country forward. I believe they are, sometimes looking for things which are unnecessary. We want to urge governors; county assembly representatives and executives to give education priority in whatever they do. As we move this Motion, we are sure that we will come up with a Bill which will compel them. It will be compulsory for every county government to be accountable for the knowledge they have within their own counties. It is not a matter of the titles or the cars that they are looking for; it is a matter of national importance to make sure that all the poor students who are bright are given a chance to get education. You will never know what will happen. Hon. Kinoti has said it very clearly, you can rise to the ranks of being the President of this country from whichever background you begin with, so long as you have been given that chance to go ahead with your education. So, I beg to second and support this Motion."
