In this era of the 21st Century, it is quite appalling to learn that most of our bright friends, sisters and brothers are not able to pursue their studies because they do not have money to enable them to carry on with their studies. Just a few months ago, if you can remember very well, we saw His Excellency our President adopt one, a Mr. Otonglo, but how many Otonglos are unknown and are unrecognized in the streets? They are very many. It only needs a well thought out course like carrying out a census on these people so that we can know who to assist and where to find them. Last week we saw on Citizen Television small children selling groundnuts on the streets at night. This is a sign of poverty. If such children get to, say, Standard Seven or Form One what will happen? They will not be able to complete their studies for lack of school fees. Most of us come from difficult backgrounds. We must give education priority just as is guaranteed in the Constitution. I want to urge all hon. Members to support this. While allocating money through our respective CDF kitties we should give enough money to the needy students so that they are in a position to shape their future. Most of the bright students have been affected by chang’aa. They are out there selling mushrooms, termites, and firewood so that they can buy books. Hon. Temporary Deputy Speaker, I beg to support."
