There is the issue of the quality of education in Kenya, leadership and good governance in the education sector, the linkage between the Executive and the Legislature. Dr. Kipsang noted that the Constitution of Kenya, 2010 changed the dynamics, in that there is definite and clear separation of power between the Executive and the Legislature. On one hand, he stated that the Executive formulates and implements policy while the Legislature plays an important role in terms of ensuring necessary legislations are put in place."
