Speaker, the dissenting Member also indicated that Prof. Ntiba, in his own admission during the vetting process, has continued to benefit directly from his position as Chairman of the University Council, by channelling or causing allowances due to him to be channelled to what he referred to as “channelling the same to needy cases in the society”. In his replying affidavit to the accusation that the Constitution does not allow a public servant to earn from another institution at the same time because the working hours are the same, Prof. Ntiba said that he was giving a service to the church, and that he was channelling whatever he was earning from the church to needy students in the society. He was not benefitting directly."
