    "content": "Hon. Deputy Speaker, as a matter of fact, if you go through this Bill you will appreciate that what was contained in the current Budget has actually been harmonised. Therefore, I urge hon. Members to support it, so that we can complete this process and have it implemented. I would also like to remind hon. Members that without passing this Bill, we will not be able to even spend money or move forward. We still have the next financial year ahead of us. Hon. Members should remember that we came to this House late. Therefore, we have a short period to legislate key Bills and deliver services to Kenyans in order for us to be judged well over a time."
