Deputy Speaker, I want to plead with the Chairman of the Budget and Appropriations Committee to impress upon the National Treasury to ensure that, within a few hours, and upon the passage of this Bill, they transfer our CDF money to the CDF Board, being cognisant of the fact that the Appropriation Bill will be here soon. There will be no negotiations, if our people cannot enjoy the benefits of the CDF, or if our projects cannot continue. Lastly, I want to say that this country is at a crossroad. Having had the elections on 4th March, 2013, it seems and feels as though it was the beginning of the year. So, a lot of business is really suffering. In fact, many people who have contracts with Government Departments are saying that they have not been paid. Therefore, this House has a duty to, quickly, allow the Government to disburse funds, so that those who are owed money can be paid. Many people are owed money by the Government. At the end of this financial year, we will begin seeing negative figures. The economy is underperforming greatly because of postponement of the electioneering process. So, we need to hurry up, as a House, and give the responsibility of paying to the Government. With those remarks, I beg to support."
