    "content": "Mr. Deputy Speaker, Sir, it is true that by 9th of May, Kshs50 million had not been released. The reason, as I said earlier, was because the CEO of NETFUND delayed the release of documents to substantiate who was going to be paid. It is also true that we have a copy of the letter that was released, but we were not able to respond to it because internally, between NEMA and NETFUND, the officer had not followed the regulations that are required. There are regulations for any institution to pay even salaries and that was not forthcoming from the officer."
