"content": "To increase rice production, the Ministry of Agriculture has distributed 60 metric tonnes of certified seed rice enough to establish 1,200 hectares that will produce an estimated 3,600 metric tonnes of rice. The Government, has established a vibrant national irrigation scheme to open up more arable land in order to increase food security for our country; 1.75 million acres of land in the Tana Delta, Malindi County and at Galana has been identified. Expression of interest on feasibility study has been advertised and the process is ongoing. The aim of this project is to expand and put under production through irrigation an area of 2.5 million acres of idle potential land. The Government has budgeted Kshs13.1 billion for the Financial Year 2013/2014 for irrigation schemes. The Government has also tripled the budgetary allocation to scientific research and information to create a framework for technology transfer that will enhance agricultural productivity. The department has increased its research liaison and technology transfer funds from Kshs156 million to Kshs175 million in the Budget of 2013/2014 in order to enhance food and nutrition security and the well being of our farm families. Hon. Speaker, Sir, on the provision of free laptops for all school going children which was a pillar in the Jubilee Manifesto, the Government through the Ministry of Education, Science and Technology has so far made the following progress: One, a comprehensive ICT integration in primary education concept and implementation strategy has been developed in collaboration with relevant Ministries and other agencies such as the Ministry of Energy and Petroleum, the National Treasury, Office of the President, Ministry of ICT, e-government, ICT Board, the Teachers Service Commission (TSC) and Vision 2030 Secretariat, among others.
