    "content": "The key word here is “authority”. The NETFUND is not an authority. The Authority is NEMA. That is what the law says. The Act goes further to give the qualifications that one should have in order to be appointed a trustee. The law says the objects of the Trust Fund shall be to facilitate research intended to safeguard the environment. The subject of the matter is that the NETFUND itself cannot be independent of NEMA."
