    "content": "because of that particular issue, the Budget and Appropriations Committee was constrained to look for about Kshs4.5 billion or so, so as to facilitate the Government in meeting this need. I think all in all, we were able to look for a total of about Kshs5.6 billion, Kshs2 billion of which actually was contributed by the efforts of the Departmental Committee on Education, Research and Technology for which I thank the hon. Sabina Chege, the Chair of that Committee and the entire Committee. May I just add that this, as we have already observed, is if I may put it that way, still work in progress."
