Speaker, may I say that the Budget and Appropriations Committee is making every effort to make sure that there is optimal revenue collection put in place and that the Government spends public funds in a prudent manner. The policy of our Committee is very simple; let us subsidise production; let us not subsidise consumption. That is absolutely fundamental if this country is going to move forward. We cannot be a country of spenders and consumers. We must be a people who create wealth, who grow the economy, and who grow the pie and that is the commitment of the Committee that I am honoured to chair. We should make sure that this House, in its oversight role, ensures that the Government provides the necessary services to our people and that there is value addition."
