    "content": "The operative word there is “Parliament” and two Bills have been talked about, namely, the Division of Revenue Bill, which must be brought before this National Assembly and the County Allocation of Revenue Bill, which then goes to the Senate. The country needs to know that the Senate has a role to play in this, but the roles are clearly determined by the Constitution that this National Assembly is seized of the Division of Revenue Bill and the Senate is supposed to look at the County Allocation of Revenue Bill. After that, the National Assembly then sits down to again go into appropriating money to Ministries and Government departments at the national level and the Senate is then required to sit down and agree how to allocate money to the counties. So, the idea that the National Assembly has scuttled devolution is a moot question. The issue has been raised in the court and we need to be very clear on this. The country must work with us. We have passed a law that gives powers, both to the National Assembly and to the Senate."
