"content": "I wish to rest the issue because of the Motion raised by hon. Sakaja this afternoon. He proposes to discuss the county allocations as having not been brought before the Senate. I do not think it is our role to do that. Our role is to do what we are supposed to do, namely, appropriate money to the national Government and let the Senate do its work and allocate money to the counties. This is very key and as soon as the country knows how to work with the law, the better. Going further, Article 202 is very clear that should it become necessary in future, the national Government should allocate money to the counties. We should just invoke Article 202. It states that:- “(1) Revenue raised nationally shall be shared equitably among the national and county governments. (2) County governments may be given additional allocations from the national government’s share of the revenue, either conditionally or unconditionally”."
