We passed a Procedural Motion to shorten the time of this particular Appropriation Bill and if you consulted the substantive Speaker and the process has gone on to where I am now on the Chair to move to Committee Stage, it means that that is the order of the House and we cannot put a Question because we are in the Committee Stage. So, hon. Jakoyo, out of respect for you and the position you hold in this House, I am allowing you to put your point across but at the end of the day, a decision will be made by the Chair who is currently now on the Chair."
