    "content": "Mr. Deputy Speaker, Sir, the current law is very silent on benefits. That is one of the areas that we have enriched in the new law. In the new law, we want to obey the Constitution. The Constitution clearly states that land belongs to Kenyans and the minerals belong to Kenyans. Kenyans are going to have benefits. In the new law, we have taken care of the fact that we must have benefits. What this House is going to be faced with is deciding how much is going to be given to the local community or the land owner. We have taken care of that; we have shown the distinction between the land owner and the community where the mining is taking place. This was absent in the other law but we are going to take care of it."
