    "content": "Mr. Deputy Speaker, Sir, that is a very genuine concern. This is because you will find that quite a number of prospectors have actually stayed on and on, and keep saying that they are not discovering anything and they still want to explore. In the hope that we think they will discover something, we extend. Normally, we give them straight years for exploration. We give them a huge area of 100 square kilometres. Normally, they are supposed to start releasing the area slowly by slowly; by half in the first year and another half in the second, so that we go into 25 square kilometres by the third year. Our biggest problem, of course, has been that our own Mining Department has not had the capacity to do what we should have been doing. We are insisting in the new law; that most of the explorations that have been done must be confirmed by our own department. Yes, we have challenges in that and that is also part of what we are trying to address in the Bill that is coming."
