    "content": "The implementation Committee will see how you can urge the Government to implement them. But, as I said, Motions are really not binding. What is binding is when the Motion becomes a Bill, and then it becomes an Act of Parliament. But that does not mean the House is a talking shop. That is why we are urging our Implementation Committee that these hon. Members’ efforts and ideas contained in all these Motions should not be in vain. The Implementation Committee will take it up and urge the Government to ensure these Motions are implemented. Can you proceed and give your contribution, hon. Mbiuki Kareke? If you get too many points of order--- I can see points of order by hon. Gikaria, hon. Murungi and hon. Kathuri, are those points of order on the subject matter of this Motion?"
