Let us see whether there will be a difference now that we are in a presidential system; but it is this same House that is controlling the Budget. Before the House was not in control of the Budget. Now that we are in a presidential system, let us see whether there will be a change in the sense that even the Budget and Appropriations Committee can also influence what Government is going to fund, using some of the Motions that hon. Members have come up with in this House, because you are controlling the Budget. I think we have better teeth this time round under the new dispensation than we did in the previous Government. Hon. Wambugu, I can see we are going to be derailed from the Motion at hand; let us not go too much into this"
