    "content": "Thank you, hon. Deputy Speaker. I rise to support the Motion as amended. What we really need is a reliable and scientific formula to identify bright and needy students in the society. Our experience is that the whole thing is done in a haphazard manner. If you go to a constituency, you will find that the bursary that is given through the Ministry of Education is given to some students. The bursary component in the Constituency Development Fund (CDF) is also given to another lot while other donors who may come in assist different students. In most cases, you will find that it is the person who reaches the source first and knows the people who call the shots in the constituency who get funding. So, it is important that we have a formula that will identify and list needy students."
