    "content": "The problem we have in every sector in this country is that of exclusion, where some people get while others do not get. It starts very early; as early as primary school where some children get fees while others do not get. The same case applies to secondary schools. At the university, some students get help while others do not. I think we must have a system that includes everybody, wherever the apportioning of public resources arises."
