"content": "billion was to be used for construction of houses for nurses in all the constituencies. We felt that, that amount can properly be used if it is reallocated to the Constituencies Development Fund (CDF). Therefore, we are increasing Vote D108, which is the Development Vote for the Ministry of Devolution and Planning by the same amount of Kshs1.3 billion so that it can be properly within the CDF. Just to make further clarification on that, we have already consulted with the Budget and Appropriations Committee and the Ministry of National Treasury. We are in agreement that this amount can properly be transferred to the CDF by making the amendment which I will propose. I had initially risen on a point of order to tell you that the intended amendment by hon. Mwaita is different from this. Hon. Mwaita is trying to move some votes from a different vote in the Ministry of Health to take care of the Poverty Eradication Commission (PEC). So I am informing you that if my amendment sails through, I think the one by hon. Mwaita is still viable. Mine is about the CDF and he is moving an amendment of only Kshs300 million towards the PEC. I am moving an amendment to reduce the vote of the Ministry of Health specifically towards the development of houses for nurses in all constituencies, which can be properly implemented through the CDF. With those few remarks I beg to ask a medic, hon. (Prof.) Nyikal to second."
