The same Standing Order No.96(3) says:- “If the Speaker is of the opinion that a dilatory Motion is an abuse of the proceedings of the House, the Speaker may forthwith put the question thereon or decline to propose it”. I will rule you out of order; we will continue. Hon. Members, I was just stating that hon. Midiwo’s amendment is lost, and by extension, hon. Wakungu’s amendment, which is similar, is dropped."
