"content": "(c) When the Committee resumes, it will proceed with the Bill from the Title and proceed to Clause 1 and any other Clause or Schedule that may have been re-committed. Hon. Members, today is 27th June, 2013 and the last sitting day of the week. In accordance with Article 222 of the Constitution, before 1st July, 2013, which is Monday next week, the House must either have passed this Bill or by a resolution, passed a Motion to allow the Executive, the Judiciary and Parliament to use not more than a half of the sum sought in this Bill. That is popularly known as “Vote on Account”. Therefore, should the House not have passed this Bill by 10.30 p.m. tonight, I will ask the Leader of the Majority Party to move a Motion, under Standing Order No.30(3)(c), seeking the House to resolve to sit again tomorrow, Friday, 28th June, 2013, in order to conclude the requisite business. Hon. Members, I want to urge you to be very calm and moderate at this moment. The consequences of not passing an Appropriation Bill are very obvious. I have already given you the options available."
