"content": "THAT Clause 1 of the Bill be amended by inserting the words “and shall come into force on 1st July, 2013” at the end thereof. The Constitution under Article 116 requires that it will come into effect two weeks of its passage. Therefore, I request this House to make this Appropriation Bill to come into effect on 1st July, 2013, so that we do not deny our Jubilee Government funds between now and the next two weeks. That is because the Government needs to start various projects from 1st July, 2013, which is next week. That is why I am moving this amendment."
