Today, we have made history because we have signed in symbolically the cheque and promissory note that will lead the Jubilee Government in fulfilling its manifesto and delivering the promises that Kenyans have yearned for, for many years. As you are aware, I also happen to be the National Chairman of the TNA. We took more than six months going round this country listening to Kenyans telling us what they want to be part of the manifesto of the Government. That is the manifesto that is now being implemented by all Ministries and this Government. Kenyans said they want a Government that is close to them. Kenyans said they want a Government where young people of this country cannot only have a voice but also have an opportunity to make something out of their lives; that the women of this country can have solutions to the problems they are facing. You have seen the issue of the maternity fees that has already been rolled out. Today, we have seen that, indeed, we still have to deal with those who are the enemies of devolution, those who are enemies of development and those who want to keep playing to the gallery, which adds not an ounce of flour to the table of any Kenyan but leaves us in the misery of past politics. I want to congratulate and assure Kenyans that indeed by passing the Appropriation Bill, hon. Members who were present here feel the needs of Kenyans. Today, we have seen a spectacle where certain hon. Members were trying to play to the gallery by sneaking in an amendment to give teachers money which was coming from the laptops and we must be clear on that. The Vote R106 was the vote for free primary education and they were trying to remove money that was supposed to fund free primary education to pay teachers. We are aware that the Jubilee Government is concerned about the plight of teachers. We are aware that the problems that teachers have do not need a simplistic solution of sneaking in an amendment but needs a holistic thought out and well informed solution that will not only look at the root problem but will give a solution that will last. I am sure and confident that His Excellency Mr. Kenyatta and the Deputy President, Mr. Ruto, will find a lasting solution because if we sneak in a solution this year, will we sneak in another next year and the year after? There are many issues that need to be handled by this Government and the Budget and Appropriations Committee – I must congratulate the Chairman, the very able Hon. Musyimi for the great leadership he has offered and even provided Kshs.56 billion. I am sure we will sort out this issue. I want to thank hon. Members and I am happy that in as much as some might have walked out, we still have a quorum and we can transact business. I would like to urge hon. Members that let us remember, despite party politics, that we are here to serve the interest of Kenyans and not just to play to the gallery. With those few remarks, I beg to support."
