    "content": "Hon. Deputy Speaker, I rise to support this Motion because as a country many times we are just in a reactive mood. Every time we wait for disasters to happen and that is when we move up and down. However, some of these disasters are almost predictable and something can be done about them; at any particular moment we have floods as we have had them this year. At the moment, we have drought and it comes year in, year out, as if we are not aware that it will happen. If we have this authority and we have people who can be trusted, we can move. I believe in this Republic we have Kenyans who are well prepared in terms of education, and who can steer this authority."
