    "content": "One thing that we forget is that we need to facilitate whatever institution we put in place. We must have adequate equipment for them to use. Even the police officers we have today in districts and constituencies do not have vehicles, or equipment to detect the sophisticated crimes in our country. So, it is important that as we prepare to establish this institution, we think of a way by which once it is up and running, we will facilitate and help it detect potential dangers.
