    "content": "We are faced with very many disasters in this country. We have fire, floods, hunger and many other disasters that the national Government always declares national disasters. So, I urge the Government to speedily form a Disaster Management Authority which should be proactive and not reactive. That is because the Government comes in full force any time we have a disaster. It brings the fire brigade, personnel from outside, Kenya Army and the rest. That is the case and yet, some disasters can be managed if the Government is proactive and not reactive. So, it is time we urged the Government to form a Disaster Management Authority that will always be ahead of things, knowing very well that we are expecting floods and hunger. The Authority should act before we have such disasters. It should be well managed."
