    "content": "Hon. Deputy Speaker, I also want to echo what hon. Chanzu has said. We can form a Disaster Management Authority whose officers will just be in the office doing nothing. It will have employees who are well paid but without equipment. So, once we form the Disaster Management Authority, it should be well managed. We should have a comprehensive plan for everything that they need; for example, vehicles. They should always be proactive and not reactive."
