    "content": "Thank you, Mr. Deputy Speaker, Sir. I welcome the promise by the Assistant Minister to provide funds to renovate the school. However, if the damage took place in April, 2011, the end of the preceding financial year was 30th June, 2011. The Assistant Minister had an opportunity to provide the money. Assuming he did not do so and now he is talking about the 2011/2012 Financial Year and he is still waiting for the authority of Parliament--- Mr. Deputy Speaker, Sir, you will recall that in June, 2011, many days before the end of the financial year, this House allowed this Government, even when they could not add up the figures, to utilize 50 per cent of the money by the end of December, 2011. The Assistant Minister has the money. What is he waiting for? Does he still want the kids of Turkana to continue suffering under the sun?"
