    "content": "establish the preparedness in the various Ministries, for instance, Ministry of Health, which can train people to handle emergencies. Sometimes, the public run to help but, they also run into a disaster. When a vehicle overturns on the road and there is a lot of fire, people go there to scoop paraffin. They do not know that is dangerous. So, there is a lot of training that needs to be put in place and members of the public informed about disasters, so that they do not take risks. This is a very timely Motion and I support it."
