    "content": "Thank you very much, hon. Temporary Deputy Speaker, for giving me this chance to contribute to this Motion. I really agree with hon. Tiyah Galgalo on the issue of disaster, particularly in northern Kenya in relation to drought. Hon. Temporary Deputy Speaker, Sir, disasters in this country occur everywhere. They include floods, fires, rustling, accidents, et cetera . In my opinion, it is good to consider and strengthen the existing institutions. For example, we have the National Drought Management Authority which deals with disasters. It will be difficult to duplicate so many institutions without action. I want to say that for disaster, while it will be the national Government’s role to provide policy direction, it is important that, at county level, we have a disaster management committee. Every governor in his county must constitute all the sectors that are involved to support. Hon.
