Parts of northern Kenya and various parts of the country are occasionally marooned by floods; there is always need for people to be supported in one way or the other. You notice that half the time, the Government is caught flat-footed, because we do not have an agency. We end up relying on NGOs, and there is no proper management of these disasters when they strike."
