    "content": "Hon. Speaker, Sir, I am rising to make my comment on the discussion that is going on over the meeting at State House. The discussion lacks merit because we have no material before this House to actually discuss any meeting whatsoever. That is because we need to even substantiate what we are alluding to, that there was a party meeting and its illegality at State House. I think hon. Members must learn fast. I think we are bordering on discussing the conduct of the Head of State and that really cannot be allowed on the Floor of the House, particularly, when my good friend, hon. Ng’ongo, has no material on the subject. He is an experienced hon. Member, as he has stated here. He has been re-elected. How does he entertain a discussion on State House and Head of State that is bordering on discussing the conduct of the Head of State without substantiating his claim? It lacks merit. In the first instance, I agree with your direction and I think we should rest the discussion there."
