    "content": "On the second thing on this Report that I would like to support is the compensation of hon. Otieno Mak’Onyango. It is true that the Attorney-General is very willing to have people who have been awarded such huge damages being compensated. But we must appreciate that the AG is handicapped because his Office does not have this money to match the award that was given. As a country and as a House we need to give the AG some money or establish for him a fund from where he can compensate persons who are going to be awarded such huge damages. Under the new Constitution, there will be awards and several damages that have been given to various victims of human rights abuses, victims of all manner of Government malicious prosecution and it will be unfair for courts of law to give these awards and then the AG does not have the means. We need to move with speed as a House, perhaps, in the next budget year to establish for the AG a fund that would help him in compensating these particular victims."
