    "content": "Hon. Deputy Speaker, the story of Goldenberg International is fairly well documented. In fact, anyone who was of age in the early 1990s must have heard about this story. To strangers in Kenya, this story sounds like a fairy tale. If I may jog the memory of the House a little, the political and economic environment in Kenya prior to 1993 was too weak for Kenyan authorities to allow Goldenberg Affair get so much out of hand that it became a scandal of mega proportions. Kenya then was a fairly closed economy, with the Government controlling bank interest rates, prices of commodities and foreign exchange transactions."
