    "content": "I did not want to interrupt hon. David Ochieng because he is raising a very important matter. But I see provisions of Standing Order 103 being violated every day. I think we need to put a stop to it. Standing Order 103(2) says:- âNo member shall pass between the Chair and any Member who is speaking or between the Chair and the Table except in so far as it is necessary for the purpose of the administration of Oath or affirmation of Allegianceâ. The hon. Member for Muhoroni has just passed between you and hon. David Ochieng and I think we need to put a stop to this. We should understand that no Member should pass between the one speaking and the Chair."
