Members, the challenge we have in this country is that we have registration in place. We have got the procedures in place. What we lack is the political goodwill to enforce what exists in this country and this is why the Goldenberg scandal came about. The Goldenberg scandal came about because the country did not have enough foreign exchange. At that time, the country was not collecting enough taxes, so that it could meet its financial obligations.
