"content": "Hon. Temporary Deputy Speaker, Sir, I would like to also point out that some counties have flowing rivers. I am not sure whether power generation has been liberalized in this country. I think it has been liberalized because we have geothermal in the Rift Valley, which is generating a lot of power. The problem is the distribution. We want to encourage other investors to go down to the counties because we are talking about devolution. It is about devolving those services and resources up to the county level. We want to encourage the power generating companies, if the energy sector is liberalized, to go to the counties and invest in power generation."
