    "content": "Okay. Thank you hon. Temporary Deputy Speaker, Sir. I rise to support the Motion that, indeed, the monopoly should be discouraged at all costs and I want to cite the following reasons:- One, in the spirit of devolution, most services are being devolved to the county governments for the efficient provision of essential services that are required. So, that monopoly would mean that everything is controlled from one centre. That then beats the spirit of devolution and it also creates inefficiency due to the bottlenecks that will be there and even delays."
