    "content": "majoritarian in nature, then it can be moderated by the Senate. However, we have a system where the majoritarian rules and they make all the laws. The National Assembly is not moderated by the Senate. Only laws that concern the counties are moderated there. It is not a very fair system. If we wanted a pure presidential system, we should have gone with a system which protects the interests of the minorities. Kenyans wanted to vote for the President directly but that did not mean that they did not want a parliamentary system."
