    "content": "Mr. Speaker, Sir, there is no way an individual can be an education officer and at the same time a teacher. Mr. Njoroge was a teacher before he was given the position of an Education Officer II, Job Group K, on 4th August, 1999. Unfortunately, the TSC had not removed him from the payroll. That is probably where that mistake came from. He was already an Education Officer II by 4th August, 1999. So, he could not have been promoted as a teacher more than one year later."
