    "content": "This is because devolution as I understood it was meant to devolve resources to the benefit of the Kenyan people. It really does not matter to me whether this is done through the county government or through the Constituencies Development Fund (CDF). If anything I believe that the CDF was the only true devolution that has proved over time to have changed the lives of our people in this country."
