    "content": "Therefore, given the fact that the County Allocation of Revenue Bill is not in place but the Constitution only talks about the Division of Revenue Bill, my view is that our counties can function as we sort out our issues with the Senate. I got an opportunity because I have heard people say that without the County Allocation of Revenue Bill, the counties cannot do the appropriation but that is not what is in law. In my view, the counties can proceed as long as there is Division of Revenue Act."
